Исследовательско-аналитические центры стран ЮВА

В начале 2017г. Институтом Лаудера (Университет Пенсильвании, США) в рамках программы по изучению исследовательско-аналитических центров и гражданских обществ были объявлены результаты исследования с составлением перечней лучших исследовательско-аналитических центров (ИАЦ) в 2016г. по ряду номинаций:

- лучший ИАЦ мира
- лучшие ИАЦ стран происхождения не из США
- лучшие ИАЦ США и стран происхождения не из США
- лучшие ИАЦ по регионам мира (10 регионов, 10 перечней)
- лучшие ИАЦ по 13 областям специализации (оборона и национальная безопасность, внутренняя экономическая политика, политика в области образования, политика в области энергетики и ресурсов, окружающая среда, внешняя политика и международные отношения, политика в области внутреннего и глобального здравоохранения, международное развитие, международная экономическая политика, наука и технологии, социальная политика, прозрачность управленческих институтов, 13 перечней)
- лучшие ИАЦ по отдельным достижениям (взаимодействие с СМИ, влияние в обществе, аффилирование с политическими партиями, с правительством, применение инноваций и проч. - всего 24 категории, 24 перечня)

По состоянию на конец 2015г. в мире всего существовало 6846 исследовательско-аналитических центров (Think Tanks), из них:
- в странах Азии: 1262
- в Центральной и Южной Америке: 774
- в странах Европы: 1770
- на Ближнем Востоке и в Северной Африке - 398
- в Северной Америке: 1931
- в странах Океании: 96
- в центральной и южной части африканского континента: 615

Эти структуры могут быть:
- независимыми (независимыми от групп интересов, доноров, лоббистов, автономными от правительства в части финансирования и деятельности);
- квази-независимыми (автономными от правительства, но контролируемыми группой интересов, донором, заказчиком);
- правительственными (являются частью правительственных организаций);
- квази-правительственными (финансируются исключительно через государственные гранты, но формально к правительственным структурам не относятся);
- университетскими (исследовательский институт в рамках университета);
- аффилированными с политическими партиями (представляющие часть политической партии);
- корпоративными (организация, проводящая исследования исключительно на платной основе в составе корпорации).

Применительно к странам Юго-Восточной Азии и Тихоокеанского региона (перечень по региону) в исследовании были выделены в качестве лучших следующие организации:

Без сомнений, по ряду вопросов исследование может быть политически ангажировано, т.к. объективно оценивающей структуры в публичном поле не существует в принципе, но оно имеет неоспоримую ценность уже в силу глубокой систематизации реально существующих Think Tanks - и, в частности, применительно к странам ЮВА.
