Я думаю напрямую написать письмо в PBM (Pharmacy Board of Malaysia).
Dear Ruslan Burunduk
I regret to inform you that Singapore Pharmacy Council does not recognise any pharmacy qualifications from Russia.
However if you are registered as a pharmacist in Australia, Canada, New Zealand, UK (except EEA pharmacists registered via treaty agreement) or USA, you may seek registration as a pharmacist in Singapore.
The only other avenue for you to become registered in Singapore is for you to first pass the NUSAGE Postgraduate Certificate in Pharmacy Practice.
After that you must fulfil the requirements of the 1 year of pre-registration training, pass the competency and forensic exams and then to be conditionally registered for 2 years before becoming eligible for full registration.
Please refer to the link below for details:

The NUSAGE Postgraduate Certificate in Pharmacy Practice may be discontinued when the local requirements for pharmacists are met.
In order to apply for the NUSAGE Postgraduate Certificate in Pharmacy Practice, you are required to obtain a minimum of 7 in each and every category of the IELTS (International English Language Testing System) Academic Training format.

You are also required to be employed in a Singapore Pharmacy Council approved pre-registration training centre.
