Труля, Не могу сказать, успеете за 2 недели или нет. По официальной информации из Интернета, если вы не мусульмане, то вроде в Малайзии есть 2 вида регистрации брака: с лицензией и без. В чём разница - точно не могу сказать. Возможно, регистрация с лицензией это и есть упрощённая процедура, за чуть более высокую плату.
Если регистрация без лицензии, то перед подачей заявления нужно прожить в Малайзии 7 дней на территории, относящейся к соответствующему “загсу” National Registration Department ( Jabatan Pendaftaran Negara). Затем даётся 21 день ожидания до регистрации брака.
По регистрации с лицензией семидневное проживание в Малайзии не нужно, также как и период ожидания в 21 день. Вроде бы он может составлять всего 10 дней. Но это лучше в конкретном загсе узнать. Да, вам ещё 2 свидетеля понадобятся.

REGISTRATION OF MARRIAGE FOR NON-MUSLIM APPLICANTS [SPECIAL LICENSE REGISTRATION APPLICATION]
Applicants need to be present at the NRD Counter during application and registration of marriage.
Place of application is based on the address stated on the Mykad (citizen) and address of residence (non-citizen) in Malaysia.
Types of license:-
JPN.KC01A (For couples with prohibited relationships)-RM2.00.
JPN.KC01B (Consent of the natural father* for applicants who have attained the age of 18 years but below 21)- Free
JPN.KC01C (Special Marriage License without Declaration and 21 days Notice)-RM100.00
JPN.KC01D ((Applied by the natural father ** female applicants who have attained the age of 16 years but below 18)- RM10.00
JPN.KC01E (Solemnisation of Marriage outside NRD Office) - RM500.00
Validity period of JPN.KC01C and JPN.KC01E Licenses is one month from the date of approval.
For application of the Special Marriage License (JPN.KC01C), the requirement of residing in the marriage district for a period of 7 days is EXEMPTED and the marriage should be solemnised within a period of not more than one month from the date of approval of the application.
Supporting documents:-
Identity Card for citizens
Passport for non-citizens together with photostat copy.
One (1) colour photograph measuring (32mm X 38mm) against a BLUE background for each person.
If the applicant is a Divorcee, please submit the Decree Nisi Absolute.
If the applicant is a Widower/Widow, please submit Certificate of Death of spouse.
Non-citizen applicants – submit Letter of Confirmation of Marriage Status from the applicant’s country which has been endorsed by the Malaysian Embassy of that country OR the Embassy of the applicant’s country in Malaysia and certified by the Consular Division, Ministry of Foreign Affairs (Wisma Putra), Putrajaya. Finally, the applicants must submit the Letter of Confirmation of Marital Status and the other supporting documents together with the original Identity card/Passport to the Marriage & Divorce Division, Head Quarters JPNM Putrajaya for approval to register marriage.
If the applicant is below 21 years old, please submit ORIGINAL Birth Certificate.
Please submit Certificate of Death of mother or father, if applicable.

My Japanese wife and I recently got married in Malaysia.
It is fairly easy however there is some mucking about you have to do.
1. You will need a "letter of no impediment" for each of you from your embassy.
2. You need a certified copy (by embassy) of birth certificates
3. Copy of passport
4. A certified copy (by embassy) of divorce papers if that is relevant
5. Passport sized photos on blue background.
6. Each of the papers will need to be certified by the Malaysian Ministry of Foreign Affairs in Putrajaya.
7. Your marriage celebrant can then fill out the Malay forms and arrange the legal wedding at the government offices in front of the licensed government celebrant and also the traditional wedding party elsewhere in front of friends.

After the first visit in which the documents and application are submitted, the marrying couple must wait at least 21 days until they can return and have the marriage officially registered. After the waiting period, the marrying couple will make a second trip to the National Registration Department for the official marriage ceremony.
